Flood Control Oklahoma

Oklahoma State - Watershed Program Leader

Oklahoma leads the nation with 2, 105 upstream flood control dams created under the USDA Watershed Program. Oklahoma̢۪s conservation districts are key watershed project contributors. All these dams can be found within 121 watersheds within 64 counties and provide $75 million in annual predicted benefits coming from decreased flood damages and also other advantages.

Oklahoma State has always been a leader in flood control starting with the development of the 1st upstream flood control dam in the nation in 1948, Cloud Creek Dam Number ONE. The dam located in the vicinity of Cordell, Oklahoma State, is within the Cloud Creek Watershed, a tributary into the Washita River and was constructed by neighborhood watershed task patrons with help from the USDA Soil Conservation Service. The Flood Control Act of 1944 (Public regulation 78-534) sanctioned financing and technical assistance from the USDA Soil Conservation Service. This regulation sanctioned pilot watershed projects within 11 watersheds within the country, such as Washita River Watershed within Oklahoma State.

Congress noticed the achievements & advantages of these kinds of eleven watershed plans & in 1954 approved the Watershed Protection and Flood deterrence Act of 1954 (Public regulation 83-566) that widened the System to other approved watersheds.

Oklahoma also boasts the 1st finished watershed project inside the USA, Sandstone Creek Watershed job in Roger Mills County. Twenty-four dams were constructed in the watershed between 1950 and 1953.

Oklahoma was additionally the 1st state to construct a multi-purpose dam, Wildhorse Creek Dam No. 22 in Stephens County in 1957.

Oklahoma State Counties using Watershed Dams

How the Program Functions

The concept driving the upstream flood control Program is to construct compact flood control dams on tributaries upstream coming from rivers or substantial streams. The group of dams inside a watershed trap waters through major rainstorms and slowly and gradually release it over a time period of a few days or weeks by way of a pipe within the dam stopping it from reaching the river all at one time, therefore lessening floodwaters.

Preservation procedures such as terraces, ponds, diversions, grass plantings, as well as level stabilization structures are employed to the area within the watershed to stop erosion, lessen sediment and to help prolong the life of the dams.

community watershed project backers request support with a feasibility study on a watershed project from the USDA normal Resources Conservation Service. Should the job is determined possible in addition to job patrons prefer to move forward with the job, NRCS provides assistance in creating a watershed strategy. This strategy may need Congressional approval prior to funding can be allocated to the task. Once the strategy is approved and initial funding is appropriated, building is commenced on dams wherever local patrons have obtained easements and rights-of-way. Congress allocates watershed money to states on an annual basis. Watershed tasks need a area unit of government as the key project sponsor, which in Oklahoma State are usually conservation districts. The job backer assumes functioning and servicing for any dams once they are constructed.

The majority of the 2, 105 dams have been carried out in the 1960s and 70s, with over 100 dams created in some years.

The vast majority of dams are located on individual lands and while the dams are constructed with national funds, the lakes created by the dams do not have to be opened for the public. Permission to enter private property to fish, for example. must be attained through the landowner.

advantages of the Watershed Program

The 2, 105 upstream flood control dams created within the state have established a $2 billion infrastructure that offers numerous benefits to thousands of people. It is projected that the dams as well as established conservation practices inside the watersheds supply roughly $75 million in positive aspects annually.

The lakes not only provide flood in addition to erosion control, but they are sources of water for livestock & irrigation as well as they produce wildlife habitat and leisure spots. The dams supply flood protection to above 2 million acres of agricultural territory in downstream flood plains.

Forty-two of the dams were created as multi-purpose buildings which produce city and county and countryside water supplies or recreation spots for local towns.

These 2, 105 flood control dams:

Safeguards 1, 532 county & highway bridges.
Offers flood deterrence for 20, 541 farms & ranches.
Traps 9. 2 million tons of sediment per year. Much of this sediment would end up in major streams or lakes, such as Lake Texoma, if not caught by the flood control dams.
Has produced or boosted 44, 399 acres of wetlands.
Flood Control Act of 1944, general public regulation 78-534

The Washita River Watershed Flood Control Program was among the initial 11 plans authorized within the country by general public regulation 78-534 and since that point 1, 107 of the 1, 121 organized dams have been created within the sub-watersheds of the Washita River. Many of these dams have or will soon reach the final of the 50-year designed life-span and have filled up with sediment or need rehabilitating due to changes in hazard classification or dam safety regulations. Some dams have already been rehabilitated to bring them up to recent dam safety specifications and increase their life for an additional 100 years.

Watershed Protection and Flood deterrence Act of 1954, general public law 83-566

Under the power of PL 83-566 Watershed Protection and Flood avoidance Act area patrons have requested help on above ONE HUNDRED watersheds. Out of these requests, work plans have been finished and approved for 71 watersheds. Nine hundred & eighty-five dams are completed and an additional 319 dams are awaiting development. The amount of dams built per year depends on area patrons acquiring needed easements and rights-of-way and on NRCS receiving watershed funding for building and technical aid.

Pilot & RC&D Watershed tasks

Six flood control dams in the Oklahoma have been constructed under a pilot flood prevention task (Double Creek Watershed in Washington County) and seven dams had been created under the Resource Conservation and Development Program (RC&D). The 6 dams in the Double Creek Watershed have been rehabilitated somewhere between 2004 & 2008 to get them up to present dam safety specifications and lengthen their lifespan for another 100 years.

High Hazard Dams

Of the 2, 105 flood control dams within the state, 229 of them are categorized as â€Å“high hazard” dams (as of September 1, 2008). A dam is categorized high hazard when there can be likely loss of life coming from a dam failure.

Some dams have been developed as high hazard dams whenever they had been created on account of residences, corporations or major highways located downstream in the breach region. But Most of the high hazard dams had been made as low hazard dams in outlying areas to assist control flash flooding on agricultural lands. Households, corporations or highways have been made downstream inside the breach area of some of these dams leading to them to be reclassified from low hazard to high hazard. The NRCS continually reviews the status of dams to guarantee the proper classification.

functioning and repair

functioning and repair of the 2, 105 small flood control dams is a big obligation for several conservation districts. Some districts have above 100 dams in their region. Many of the common jobs areas carry out are: making yearly inspections; guaranteeing the dams and earthen spillways are guarded with great plant life and without any erosion; ensuring that the main spillway inlet tower as well as pipe are kept freed from debris and in excellent condition; preserving fencing surrounding the dam, and ensuring that there are no obstructions within the earthen spillway like trees or man-made materials that interrupt the natural water stream.

The Oklahoma State Conservation Commission (OCC) has various watershed technicians that produce aid and machines to districts to assist with this duty. These technicians produce technical help to conservation zones and often assist zones with fixes to primary spillways and other components of dams. The OCC loans siphons, pumps, and also other equipment to conservation districts and Provides education to section employees on functioning and servicing.

The OCC also Provides capital to areas for repairs to dams (subject for the availability of resources appropriated by legislature). Requests for such capital is made to OCC utilizing form OCC-8H.

The OCC Works with conservation districts to produce a process of expert control of beavers where they are a problem. Beavers often burrow in the earthen dams and plug up the major spillway of dams, which usually if not addressed could cause dam failure.

task Sponsors' (Conservation Districts') Obligations

Watershed job sponsors (in most circumstances conservation districts) enter into a partnership with NRCS on a watershed job. This arrangement spells out tasks of the job patron, like those for operations and upkeep of the dams. This contract calls for the sponsors to carry out yearly inspections, and function and maintain the dams to ensure they stay risk-free as well as function as created.

Even though dams are frequently positioned on private area, conservation districts through an easement authorized prior to development of a dam, have the right to enter in the property to examine, preserve and mend or rehabilitate the dams.

Molds are only everywhere inside and outside the house, allowing it to grow on almost virtually any substance when moisture exists. Molds duplicate by spores, and this can be carried by air currents. Whenever these spores land with a moist surface that works for life, they start to grow. Mold is usually found indoors at levels that will not affect most healthy persons.

Since common building materials are designed for sustaining mold growth, and also mold spores are ubiquitous, mold progress in an indoor environment is normally related to water as well as moisture indoors. Mold growth can be caused by incomplete drying out of flooring materials for example concrete. Flooding, a dripping roofs, construction maintenance problems, and also indoor plumbing problems can result in mold growth inside properties, classes, or perhaps office buildings.

With regard to significant mold growth in order to occur, there should be a source of water (which may just be invisible humidity), a method to obtain food, and also a substrate capable of building growth. Widespread building materials, for instance plywood, drywall, furring strip, floor coverings, and also carpet padding are meal for molds. Around carpet, invisible dust and cellulose will be the food sources (see furthermore dust mites). After just one incident of water damage occurs in the building, molds grow inside walls after which become dormant until your subsequent incident of higher humidity; that illustrates how mold can look like a sudden problem, longer after a previous ton or water incident that failed to produce such a dilemma. The proper conditions reactivate mold. Reports also show that mycotoxin ranges are perceptibly higher in buildings who have once had a h2o incident (source: CMHC).

Even though this home suffered exclusively minor exterior damage through Hurricane Katrina, compact leaks and inadequate oxygen permitted this mold infestation.
Spores need three items to grow into mold:

Nutrition: Cellulose is really a common food for spores throughout an indoor environment.

Humidity: Moisture is essential to begin the decaying process brought on by the mold.

Time period: Mold growth begins between A day and 10 days in the provision of the rising conditions. There is absolutely no known way to time mold.

Mold colonies may grow inside building set ups. The key problem with a good mold in buildings could be the inhalation of mycotoxins. Molds may well produce an identifiable stink. Growing is fostered by humidity. Right after a flood or important leak, mycotoxin levels are higher from the building even after there are dried out (source: CMHC).

Foodstuff sources for molds around buildings include cellulose-based elements, for instance wood, cardboard boxes, plus the paper facing on equally sides of drywall, and all other different organic matter, for instance soap, material, and also dust containing skin solar cells. Whether a house has mold, the moisture can be from the basement or maybe crawl space, a new leaking roof, or perhaps a leak in domestic plumbing pipes behind the outer surface. People residing from a house also contribute seepage through normal breathing plus perspiration. Deficiency of ventilation can further help moisture build-up. Apparent mold colonies may kind where ventilation is the most exhausting, and also on perimeter walls, simply because are coolest, thus closest towards the dew point.

If you'll find mold problems in a residence only during certain times from the year, then its probably either too air-tight, or perhaps too drafty. Mold complications occur in airtight homes more frequently from the warmer months (when wetness reaches high levels in the house, and also moisture is trapped), and also occur in drafty homes more frequently from the colder months (when hot air escapes from the located area into unconditioned room, and also condenses). Whether a house is artificially humidified in the winter, this could create conditions favorable to be able to mold. Relocating air may prevent mold from growing as it has the same desiccating impact as lowering humidity. Preserving indoor air temperature over 74 °F (23 °C) boasts an inhibiting effect about mold growth.

Since common building materials are designed for sustaining mold growth, and also mold spores are huge, mold progress in an indoor environment is normally related to an interior water or moisture trouble. A dripping roofs, construction maintenance problems, and also indoor plumbing problems can result in mold growth inside properties, classes, or perhaps office buildings. Another common source of mold growth is flooding.

Removing one of many three requirements for mold reduces or eliminates the fresh growth of mold. These kinds of three requirements are 1) Water, 2) Food source for your mold spores (dust, dander, etc), as well as 3) Warmth (mold generally would not grow in cold environments).

HVAC systems may establish all three requirements to get significant mold growth. The particular A/C system creates a new difference in temperature this allows/causes condensation to arise. That high rate of dusty oxygen movement through an HEATING AND AIR CONDITIONING system may create a great amount of food sources for your mold. Lastly, considering that A/C system isn't always running - the potential for warm conditions to exist often allows for the last component for active mold expansion.

Because of the HVAC system circulates air flow contaminated with mold spores & sometimes toxins, it is necessary to prevent any three from the environments required for mold expansion.

A) Impressive return air filtration systems can be obtained that eliminate up for you to 99. 9% associated with dust accumulation (as as compared to 5% elimination by usual HVAC air filters). These types of newer filtration systems normally require modification to existing HVAC systems to let for the larger width of electrostatic 99. 9% filters. On the other hand, thorough cleaning on the HVAC system is required before using high efficiency filtration systems can help. After mold is established, that mold growth and dust accumulation should be removed.

B) Padding of supply air ducts allows you reduce or eliminate this condensation that ultimately produces the moisture required regarding mold growth. This insulation really should be placed externally on mid-air ducts, mainly because internal insulation provides any dust capture and reproduction ground for mold.

About Covenant Restorations Inc.

About Us
Covenant Restorations was started right after the devastating effects of hurricane Katrina. Just seven days after Katrina devastated the Gulf Coast in 2005, we were there. We experienced firsthand the importance of helping people with the basic needs of life. We went to help with the intentions of drying out water damaged buildings and found ourselves working in distributions centers unloading trucks and passing our food, water and ice. Nothing was more moving to see people helping people. Spending time praying with people, giving them a hug or a shoulder to cry on was the least we could do. We found ourselves in the middle of new calling in life, helping people in their time of need.

How could we see such devastation and not have compassion? We couldn’t tell someone â€Å“Sorry, if you don’t have insurance, we can’t help.” We quickly developed the policy that if you had insurance coverage then we need to get paid but if you didn’t, we still need to help. Today, we still operate on this policy. Please understand that we can’t afford to help everyone for free but we can help some. We don’t receive financial support from non-profit charities, organizations or the government. But those who have insurance coverage help us to be able to help those who don’t.

We also discovered that those who had insurance coverages often didn̢۪t know what to do, where to start and let alone had ever filed a claim. We quickly found ourselves helping people with their insurance claim. We had the knowledge of what needed to be done and the tools to prove it. We helped people get the proper funds to restore their property to previous loss conditions. We were blessed to be able to help 15 churches get their buildings restored for just a deductable. One 60 member church that could barely afford the pastor̢۪s salary got over $860,000 to restore their property! Unfortunately, we saw others end up short because they didn̢۪t prove what had to be done and why.

Turns out when it comes to an insurance claim it̢۪s all about the details. Today, we have over $30,000 invested in meters, inspection tools, cameras and documentation equipment. Combine that with our numerous advanced and master certifications and years of experience and you have a solid, trained foundation to produce meticulous and scientifically substantiated estimates. Our detailed documentation is so precise we can even calculate kilowatts used by our drying equipment and gallons of water extracted through the dehumidification drying process.

We are often hired by property owners, insured individuals, independent adjusters, general contractors, restoration contractors, consultants and attorneys because of the quality of our inspection, documentation and estimating. We find that most adjusters are overloaded with work, with demands from multiple directions and too may claims at one time. This prohibits them from spending the necessary time to be as precise and thorough as they need to be. We̢۪re not blaming or complaining, we are grateful to be able to provide help. We are in this kind of business because nothing is more satisfying and fulfilling than helping people in their time of need.

Water & Flood Damage Frequently Asked Questions:

What do I have to do after a water leak?
1st halt the water leak source, turn off water meter and if necessary phone a plumber.  Try and contain the water into a confined location with sheets, towels, blankets, or anything else. Next eliminate several things from the water to avoid further ruin.  Start extracting water using bath towels, mops and/or a wet shop vaccum connected into a GCFI electric outlet only.  Do not use your regular vacuum cleaner.

Exactly why can’t I use my hand to feel something to find out if it's dry?
First of all water conducts electrical power so there exists a possible electrical shock risk to safety.  Although it is typical to touch some thing using your hand to discover how it feels, it’s definitely not recommended.  How something feels doesn’t suggest how a thing really is.  Reality is the body averages between 55% & 78% water content.  How in that case is it possible to consider a thing that's mainly water and know if a thing is wet?  Because of this , this is why moisture meters were made.  The moisture meters help give us a standard to follow as opposed to opinions.

Can you be sure if it really is dried?
You have to start using a moisture meter along with take readings on building components.  The majority of moisture meters include gages for moisture subject matter readings for lumber.  Once the moisture content of timber is above 16% it can support microbial growth (like mold) on the area.  When the moisture content of timber is over 20% it could support microbial growth on the insides of the wood (also referred to as dry rot).   Should the moisture level of wood is above 30% it may possibly support microbial growth on the inside of the wood (also known as wet rot).  Most of these moisture meters may also be employed for additional building components by contrasting affected spots with unaffected spots.

When can one rebuild after a flood?
Depends on type water damaged the structure.  Category 3 water loss requires additional procedures in the restoration process and also will need to only be executed by anyone who has been educated in hazardous materials circumstances.  As a general rule once all of the correct clean-up and drying is completed.  It may be advisable to think about a Certified Industrial Hygienist (CIH) to verify the cleanup process is effective ahead of any rebuilding.  We highly recommend a CIH for every category 3 water damaged cases.

Should power washing following a flood work?
Power cleaning is not advised for flood restoration.  The high water pressures commonly puts water into the structure of the building that currently has water trouble.   nother thing that can occur may be the high water pressures might spatter & spread the destruction to other spots.

Why does it smell just like a basements?
When several building components contain over typical moisture content levels they might generate microbial unpredictable organic compounds (gases).  Smells can also show the condition of the material is deteriorating creating an urgency to solve the water trouble.

How do you find out if a thing is moist or dry?
Only by using a moisture meter can you establish if one thing is wet or dry.  Different building components contain different moisture content concentrations.  Such as drywall can be somewhere between 6 to 10 while lumber can be between 10-12 moisture content levels.  Then you should contemplate what portion of the country you happen to be based & what season or time of the year it is.  You can even evaluate an affected location to an untouched spot.  If your whole house flooded, compare the one you have to your neighbor’s home using the very same moisture meter.

Will infrared or thermal camera display what's moist?
Technically infrared or thermal imaging cameras are unable to show what's wet or dried out.  They merely display temperature (hot, warm, cold).  Even so if you have a hot water leak then you may observe a hot location.  In case you have a cold water leak then you definitely might find a cold place.  These types of cameras aid indicate a likely problems or issues.  You will have to use a moisture meter to determine if something is damp.   They usually are a fantastic instrument through the inspection process, if utilised by a trained or qualified infrared inspector.

How do i know how severe or what sort of water damage has occurred?
One would need to know the specific situation & background of the building to discover the way to address the water destruction.  Based on the IICRC S500 Standard 3rd Edition, there are three various categories of water.  These categories can change or intensify with time.  The categories of water refer to the level of contamination in water, taking into account both its originating source as well as its quality following it comes in contact with components present on the job site.  Time frame plus temperature also can impact the quality of water, in so doing altering its category.  One should consider possible contamination, defined as the presence of undesired contents; the identity, area as well as amount of that happen to be not indicative of a typical indoor environment; and may even create unfavorable health consequences, trigger damage to structure plus contents and/or detrimentally have an effect on the operation or function of structure devices.   The cleanliness of Category 1 water may deteriorate to Category 2 or 3 for many factors, which includes but not limited to: contact with property materials, devices and belongings; blending with soils and other debris.   Many variables that effect the possible organic & inorganic load in a structure include the age along with history of the framework, prior water losses, common housekeeping, and the sort of use of the framework;  (e. g.  nursing home, hospital, day care, stockroom, veterinary clinic) in addition to, elapsed time or increased temperature.  Smells can certainly suggest that Category 1 water has deteriorated to Category 2 or even 3.

Water Damage Restoration

In case you live in a place that is situated in a low area or is close to the ocean, chances of flooding are great, you may be one of the unlucky people who will be affected by water damage to your home. There is a good chance that your possessions will be completely ruined from water damage.

Water Damage Restoration

People whose property are going through water damage restoration need to be able to fully assess the value as well as the importance of each and every item on the house. Needless to say, when it comes to water damage restoration, where the majority (or practically all) of your belongings have been destroyed, you will have to make the difficult task of trying to figure out that items you would want to discard or keep. It is incredibly frustrating since you are most probably attached to your belongings but keeping things that are already beyond repair as well as may not have any use for you anymore is really impractical and will just cost you a lot of storage space once you start buying new things for you house as part of the water damage restoration program.

Foods And Perishables

Foods that have already been soiled because of all that water should not be eaten anymore and must be properly disposed of. Broken tableware as well as mugs, glasses as well as other kitchen tools should also be discarded if they're not fit to be used anymore. When it comes to water damage restoration, you should be extremely practical so as you will be able to quickly and effectively reorganize your life back to normal.

Avoid These Items

During water damage restoration you must absolutely remember to not try to operate any of your electrical appliances! The television, vacuums as well as all your other appliances need to be checked first by a professional technician before you are able to actually pick out the ones you still might be able to use and keep. It is extremely dangerous to also try to operate any of your electrical appliances while standing on a wet carpet or floors because you might just end up electrocuting yourself in the process.

Don't Clean Anything

Never try to dry off your house or building interiors with a blower or any heat inducing gadget. Instead of doing any water damage restoration to your house, it will only bring about mildew as well as even more moisture damage to your house, so control yourself from thinking that this is a good water damage restoration tactic.
